A New Western / Fisher Torsion Spring used in the Cable Operated Pumps. 

Part # Western / Fisher -  55359 / 6576

This one is in the Valve Kit 49020 & it is held on with a washer (91259) and screw (90598) to the Cable & Linkage Enclosure (55342). This is for the angle valve where the power angle cable connects.
